PAE is currently seeking an experienced project manager to join our team as the Afghanistan National Army (ANA) Project Manager in support of the National Maintenance Strategy contract. The ANA Project Manager will manage and oversee maintenance operations and contract performance for all ANA vehicles and equipment. The ideal candidate will have expert level knowledge of our industry as an experienced leader in managing large maintenance and maintenance supply services in contingency environments. The ANA Project Manager will be a change agent with a passion for building and maintaining relationships with our customers.

Essential Job Duties:

  • Perform as PAE’s leader and authorized representative for performance of maintenance services required under one-half of the ANA portion of the Afghanistan National Maintenance Strategy (NMS) contract

  • Act as the Point of Contact (POC) for contractual or administrative questions or issues that arise related to the project, interfacing with contractual customer’s or sponsor activity’s contracts and program representatives, plus PAE and subcontractor corporate management daily

  • Track performance metrics and develop report formats that demonstrate contract performance, for submission to the CO, COR, or their delegate

  • Directly lead, oversee, and manage employees and subcontractors who perform contract maintenance and supply services and the associated training program (classroom, practical application, etc.) to ensure professionalism and quality workmanship

  • Ensure successful performance of maintenance, supply, and training functions that meet prescribed Acceptable Performance Level (APL) and Acceptable Quality Level (AQL) standards

  • Inspect building operations and maintenance, and oversee the budgeting, requisitioning and inventory control of parts and equipment to support contract operations

  • Review work product, reports, and electronic maintenance/supply system data to identify trends. Proactively prioritize assignments to ensure work is accomplished on time while performance metrics and other contractual commitments are met

  • Recommend, develop, implement, establish and enforce procedures and programs to ensure an efficient, cost effective program; review contract operations to continuously seek improvement

  • Monitor and manage cost control, financial performance, budgeting, and overall operating costs within assigned parameters

  • Key responsibilities on contract performance include adherence to company and government processes, regulations, and statutes

  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications

  • Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions

  • Perform additional duties and projects as assigned.

Minimum Qualifications:

  • Minimum of ten (10) years’ experience in logistics operations or vehicle and/or mechanical equipment maintenance services with a minimum of five (5) years’ experience in supply operations supporting maintenance activities

  • Five to seven (5-7) years’ international experience in challenging locations, preferably the Middle East and Southwest Asia

  • Demonstrated responsibility for managing a large geographically dispersed team of over 1,000 people

  • Working knowledge of military maintenance, supply, and training doctrine

  • Experience participating in or managing maintenance projects with a variety of heavy, medium, and light tactical and non-tactical vehicles

  • Successful performance of scheduled and unscheduled maintenance to prescribed maintenance Operational Readiness (OR), Mission Capability (MC), or Operational Availability (OA) standards

  • Experience in supply chain management, transportation, training, and warehousing

  • Experience managing and accounting for tools, test equipment, material handling equipment including calibration and maintenance

  • Experience in successfully managing a multi-national workforce

  • Experience utilizing a variety of information systems to effectively manage a large, national maintenance program

  • Ability to collect, analyze and summarize data and to prepare clear and concise reports

  • Excellent communication skills, both oral and written

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Excellent organizational and time management skills.

  • Language Skills: Strong, professional, oral and written English communication skills.

  • Medical: Favorable passage of a drug screen and physical examination.

Desired Qualifications:

  • Education: Bachelors’ degree in a related discipline

  • Program Management Professional (PMP) certification or equivalent

  • Experience working with the Afghanistan National Army

  • Working knowledge of Afghan customs and cultural differences

  • Experience in depot-level repair and overhaul

Work Environment

  • The position is located in Kabul, Afghanistan. Travel to the United Arab Emirates (UAE) and/or the United States may be required. Position is located in a war zone in an environment with harsh and dangerous working and living conditions.

  • While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment - temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Must be willing and able to perform regular job requirements in this austere and extreme environment.

  • Must be willing and able to perform physical activities including but not limited to heavy lifting and moving of items, parts, assemblies and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time; and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.

  • Must be able to work a minimum of 6 days per week and 10 hours per day, some jobs have higher daily and weekly minimums.
