Project Manager

Position Description:

The Project Manager (PM) is responsible for the conduct and performance of the DHS Office for Bombing Prevention (OBP) Multi-Jurisdictional IED Security Planning (MJIEDSP) Program. The PM will direct and supervise all support resources for the performance of MJIEDSP project assignments and activities. Manages all aspects of program tasks including technical work, staff, budget, risk, and financial activities from original concept through final implementation. Responsible for all aspects of the development and implementation of assigned projects. Serves as the single point of accountability for customer relationship and contract performance. Coordinates subcontractor requirements and monitors performance. Commits PAE resources to ensure program success. Provides day-to-day direction of Facilitators, Co-Facilitator, and support staff.

PM Responsibilities Include:

  • Develop and manage the Program Management Plan and communicate program progress, earned value (EV), schedule, and risks to the customer and corporate leadership.

  • Provide guidance and quality control for all program documentation to include workshop Scenarios, Situation Manuals (SitMan), After Action Reports (AAR), and Corrective Action Program (CAP) Solution Sets. Ensure the timely and professional execution of program workshops, meetings, and associated documentation.

  • Provide and supervise analysis and recommendations on domestic jurisdictions’ capabilities and gaps with respect to counter-IED prevention, protection, and response according the National Preparedness Goal (NPG).

  • Coordinate with the customer and subcontractors to verify and deconflict schedules and to develop/refine program objectives.

  • Manage and approve costs from independent consultants (IC) and subcontractors.

  • Identify, recommend, and implement program process improvements.

  • Coordinate program activities from other contributing departments such as contracts, purchasing, logistics, and finance.

  • Generate new program/project proposals, bids, and estimates.

  • Provide writing assistance and subject matter expertise to the proposal development process.

  • 25-50% travel.

Required Qualifications:

  • Bachelor’s Degree required. Master’s Degree preferred.

  • Ability to obtain and maintain DoD Secret and DHS Suitability clearances.

  • Minimum 4 years of program management or leadership experience in developing and delivering briefs and plans to senior government or military personnel.

  • Experience in facilitating, instruction, and/or briefing to diverse groups such as military, bomb squads, first responder personnel. Expert public speaking skills are a must.

  • Ability to understand and manage the interdependencies of program cost, schedule, and scope/performance.

  • Conduct risk and financial analyses.

  • PMP, PMI-ACP, and/or CSM certifications preferred.
