Proposal Writer

The Proposal Writer is a highly skilled and effective communicator that is assigned to a strategic opportunity to lead or assist in the writing of management or technical solutions. The writer engages with the proposal team to gather information and participate in solution development. Duties include but are not limited to the following:

  • Reads and reviews requests for proposals (RFPs) in accordance with Proposal Management processes and procedures

  • Conducts research if needed on RFP technical/functional areas to gain better understanding of material to be written

  • Works closely with technical staff to translate technical concepts into compelling written and graphic materials understandable by a wide audience;

  • Performs research to gain additional insight into effort being proposed.

  • Ensure writing is compliant with the compliance matrix and proposal instructions.

  • Collaborates with other professionals (proposal managers, capture managers and subject matter experts [SMEs]) to gather information to obtain the necessary information to clearly articulate through writing a winning strategy, compelling solutions, and substantiated themes

  • Researches and combines information

  • Integrates review comments into from multiple sources into a cohesive, easy-to-read, and persuasive final product

  • Develops training materials on writing project proposals.

  • Provides day-to-day mentoring on project proposal writing.


  • Bachelor’s degree required.

  • Eight years of work experience with at least five years of experience in writing proposals for national or international organizations.

  • Experience working with government solicitations

  • Excellent administrative and communication skills.

  • Experience working in cross-cultural environments.

  • Knowledge of current proposal writing trends and international best practices.

  • Demonstrable knowledge of proposal writing in an international setting, preferred.


  • Excellent communication skills. Ability to communicate clearly and effectively verbally and in writing with staff at all levels of the organization.

  • Excellent written and verbal skills conveyed in English.

  • Excellent computer skills in using Microsoft Word, Excel and PowerPoint.

  • Ability to build effective working relationships in-person and remotely.

  • Ability to analyze complex situations and problems and identify an appropriate response to them.

  • Deadline oriented.

  • Ability to work independently, and as part of a team, to build relationships with partners and clients.

  • Ability to manage conflicting priorities and balance workload.
