Site Manager - Kuwait Al JAber CE BOS


PAE is seeking a Site Manager to lead a program providing mission support services to our U.S. government customer in Al Jaber CEBOS Air Base, Kuwait. The Site Manager shall be responsible for the performance of the work under the contract and shall have full authority to act for the Contractor on all matters relating to the daily operation of the program and perform other duties as assigned


  • Provide assistance for design work for new construction, renovation, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of mechanical engineering. Design projects are related to a wide variety of facilities and infrastructure systems, including: earthwork; airfield and roadway pavement systems; high and low voltage electrical systems; heating, ventilation, and air conditioning (HVAC); water and sewage (plumbing); fire suppression; control and alarm systems; etc. which interface with other engineering specializations.

  • Interpret and adapt traditional methods and approaches in developing design calculations, layouts, drawings, and specifications that support project objectives and standards.

  • Assist in preparing conceptual studies and sketches that indicate pertinent design features, material, equipment, and specifications.

  • Develop cost estimates and time schedules, review and analyze preliminary and final designs, plans, and specifications for technical efficiency and adequacy

  • Prepare necessary correspondence, technical reports, fact sheets, and status reports and prepare or oversee the preparation of final construction drawings.

  • Coordinates all design phases with appropriate managers and staff elements, and maintain current engineering data for assigned projects.

  • At times, act as a project liaison assistant with Army Corps of Engineers or other design agencies as required to gather information, objectives and action items to be presented to the COR in order to gain direction from the Government.

  • Meet design-related deadlines set by Chief of Engineering with not more than two (2) missed deadlines per month.

  • Assist in the preparation of architect and engineer (A&E) statements of work (SOW).

  • Oversee projects which on a recurring basis include work on airfield runways, utility systems, base utility plants, aircraft maintenance shops/hangars, recreation facilities, administrative offices, dormitories, etc.

  • Use computers/computer software such as information management programs (e.g., Microsoft Office), computer aided design and drafting (CADD) programs (e.g., AutoCAD), and project tracking programs (e.g., Microsoft Project, Primavera) and other engineering design calculation software packages to solve engineering problems with solutions presented to the COR in order to facilitate work.

  • Shall comply with health, safety, and environmental rules and procedures and perform work in a manner that enhances the safety of the work environment; ensure federal and local codes concerning health, safety, and environment are strictly adhered to in the programming, design, and construction of real property facilities.


  • Must have a minimum of 10 years of design experience and be capable of providing assistance in mechanical design service including determination of HVAC loads, equipment selection, duct sizing and routing, and interior plumbing design.

  • Must have the capability to perform basic functions (e.g., manipulate drawings, site/floor plans) in AutoCAD 2007 or newer.

  • Education: A high school diploma or GED and successful completion of all required training courses and field work that led to certification

  • Licenses and Certifications: Valid drivers’ license from home of record

  • Security Vetting: Already possess an active DoD or DoS Secret clearance or be able to obtain a favorable Secret clearance prior to being hired. Must maintain eligibility for the duration of the contract; U.S. Citizenship required

  • Language Skills: Must be able to fluently read, write, speak, and understand English

  • Medical: Successfully complete and pass the medical and dental examinations as required by PAE and our customer for deployment to Kuwait. Must maintain physical and dental requirements for duration of deployment.


  • Previous out of home country experience and previous work experience in harsh environmental conditions are a plus.

  • Experience working with PAE.


  • Experience providing excellent customer services.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Ability to become an active and functioning member of a team.


This position may be located in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment. Work schedules are a minimum of 6 days per week and 12 hours per day. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time
