DoD Base Operations Business Development Manager

The purpose of this position is to become the lead for business development activities for PAE’s DoD Base Operations Services (BOS) effort. This includes seeking out new business opportunities that align with core services and business lines – and converting that effort into qualified pipeline. The Business Development Manager (BDM) will develop key customer relationships, coordinate and implement marketing plans intended to increase business and capture new opportunities within the DoD Base Operations Market. The BDM will also be involved in strategic marketing and planning. The BDM will have full knowledge of the corporate capabilities portfolio and collaborate with those entities to increase customer base and maximize sales potential. The BDM will be responsible for contacting potential customers and briefing PAE capabilities.

Job Requirements:

Candidates shall have leadership experience and one of the DoD Facilities Support/Engineering areas and/or business development experience with a DoD BOS contractor. Candidates shall have experience developing strategic plans and marketing maintenance, facilities maintenance services. Working within small business entities, particularly as it pertains to set-aside strategies, is a plus.

Skills requirements:

A strong understanding of the U.S. Government acquisition, budgeting, and requirements processes is essential. Former acquisition experience is a plus. The individual must be sensitive to emerging DoD requirements and be able to formulate a response to those requirements. Ability to prepare marketing material and brief information to potential customers. Understanding of U.S. Government proposal requirements.

Essential Functions:

  • Brief capture status to senior management at specified milestones in the capture process.

  • Identify leads and new business opportunities – leveraging past relationships/accounts.

  • Establish solid relationships and partnerships with key prime contractor organizations and sub-contractors on existing and new programs

  • Additional duties and responsibilities may be assigned according to the needs of the customer/client

  • Minimum of five years conducting successful business development in the Federal and DoD Government environment

  • Orchestrates bid strategies, technical and management approaches, oversight of the development of the cost volume and teaming strategy, as well as capture and proposal strategy

  • Proven track record of working in a fast-paced, complex, and deadline-oriented environment

  • Must have exceptional documentation and writing skills

  • Prior military service, preferred background in US Navy and operational unit experience preferred

  • Experience working DoD and system/OEM primes in the areas of Infrastructure and Base Operations Support (BOS).

  • 8+ years of DoD business development/equivalent experience.

  • Established contact network within the BOS community.

  • Working knowledge of the DoD procurement processes and Federal Acquisition Regulations (FARs)
