EVMS Program Control Manager

PAE is seeking an EVMS and Program Control Manager to lead the planning, tracking, analysis, and reporting of projects of varying contract type, size, complexity, and level of risk. The job will require hands-on leadership in the development, maintenance, and/or tracking of Work Breakdown Structures (WBSs) and related dictionaries, the Organizational Breakdown Structure (OBS), Control Accounts, Basis of Estimates (BOEs), Integrated Master Schedule (IMS), Performance Measurement Baseline (PMB), change management process, work authorization process, subcontractor management, material control, cost collection, technical performance, integrated reporting, forecasting Estimates at Completion (EACs), and implementing corrective actions. The candidate will support the definition and implementation of the supporting tools architecture and toolsets to support the EVMS processes

The candidate will lead a team of Project Control specialists and will require to interact with Program Managers, Ops/Line Management, Finance personnel, Contracts personnel, Procurement, senior technical personnel, and various other functional or support organizations. The candidate will be responsible for all EVMS requirements associated with the IDIQ contract to include all efforts from proposal to execution.

Required Skills:

  • 5 years overall experience and demonstrated ability to effectively perform on EVM projects

  • 3-5 years of tool knowledge: Microsoft Excel and Project (Expert Level), wInsight, Cost

  • Point/Sales Point, Deltek etc.

  • Experience in Process Knowledge & Skills: Earned Value Systems/Process/Tools, Scheduling, Customer Reporting (i.e., Integrated Program Management Report (IPMR), Contracts Funds Status Report, and Experience with Third-Party Tracking/Process/Tools

  • Demonstrating ability of understanding of cost and schedule development and controls.

  • Must have ability to analyze problems for root cause and identify corrective actions.

  • Must have accurate written and verbal communication skills to carry out and understand assignments, and/or convey or exchange routine information.

  • Minimum 5 years experience working with multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.

  • Demonstrated experience working with Work Breakdown Structures (WBS), Organizational Breakdown Structure (OBS), Control Accounts, Basis of Estimates (BOEs), Integrated Master Schedules (IMSs), cost accounting and financial management systems, work authorizations, process management systems, and/or reporting.

Required Education:

  • Bachelors’ degree in Finance, Accounting, or Business Administration. May substitute experience for education.

Desired Skills:

  • Certified Program Management Institute (PMI) Program Management Professional (PMP)

  • 5 years direct EVMS experience

  • Proven ability to develop and implement an EVMS reporting process and lead EV battle rhythms (Format 1-5)

  • Secret Security Clearance
