Environmental Engineer

Reports To: Project Manager

PAE is currently seeking a qualified candidate to serve as Environmental Engineer. This individual will be responsible for managing and supporting the construction of a wastewater treatment plant in Kabul, Afghanistan. Potential applicants must be willing to live and work at the assignment location.

DUTIES:

  • Performs specific duties and responsibilities related to environmental or sanitary engineering and construction management

  • Reviews survey works for planning and design related to construction of waste water treatment facility and any accompanying structures

  • Ability to understand and interpret schematics, diagrams and specifications

  • Manages and directs subcontractors performing civil engineering to ensure the plans and specifications are being adhered/followed.

  • Provides the scope definition, specification, budgeting and write-up into project proposals of environmental engineering project components

  • Informs management on project status and construction activities, and assists in the development of programs and budgets

  • Prepares written responses to RFI’s, RFC’s and prepares IGE’s for contract changes

  • Performs physical activities including heavy lifting, climbing in and out of equipment, crawling, and working outdoors

  • Prepares curricula related to ongoing environmental management and waste water treatment including the operations and testing of a WWTP

  • Maintains workplace program and ensures safety is the highest priority in the work place.

  • Prepares weekly, monthly, quarterly progress reports

  • Performs other duties as required.

QUALIFICATIONS:

  • Experience with a combination of the following: conducting hydrologic/hydraulic modeling and assessments, water quality assessments, and knowledge of wastewater treatment plant treatment processes, facilities, and operations, remediation projects, environmental education

  • Knowledge of Microsoft Office, with an emphasis on Access, Excel, and Word

  • Strong understanding of environmental, health, and safety codes related to wastewater treatment facilities (e.g., OSHA, EPA, USACE etc.) as well as a basic understanding of the relation of mechanical, structural, and electrical engineering in the function of waste water treatment facilities

  • Experience working long hours and in hazardous, remote, and extreme environments; first priority will be given to candidates with a work history that includes experience working in Afghanistan.

  • Ability to manage vendors both face-to-face and utilizing remote monitoring techniques, to address issues and maintain project schedules

  • Experience working in client-facing roles with USG agencies, such as DOS, DOD, and USAID

  • Proven ability to direct staff and work with a diverse team, experience working with Afghan or other host country nationals strongly preferred

  • Ability to manage workloads effectively, including adapting to changes, planning, organizing, and prioritizing work

  • Ability to work effectively under stress and pressure

  • Ability to research, analyze, and evaluate information and make good decisions

REQUIRED:

  • Education: B.S. in Environmental Science, Biology, Hydrogeology, Chemistry or closely related field is required. M.S. in Environmental Engineering and/or HAZWOPPER certification highly preferred.

  • Licensure as a Professional Engineer is preferred.

  • Experience: Minimum of 8 years’ relevant experience with at a minimum of 4 years of clearly demonstrated experience acting as the responsible party for related site assessments and remediation, environmental risk assessment, field environmental sampling, monitoring, instrumentation, data management, effluent/water treatment, training on wastewater systems.

  • Security Vetting: Must successfully obtain or currently hold a Secret Clearance and must maintain eligibility at the required security level for the duration of the contract.

  • Language Skills: Must be able to communicate effectively in English, both orally and in writing, with all levels of employees and vendors. Ability to speak Pashto and/or Dari helpful.

  • Citizenship: U.S. Citizenship is required for this position.

  • Medical: Favorable passage of a drug screen and physical examination.
