Technical Publication Librarian/Training Coordinator


· Responsible for the implementation and upkeep of all employees training records, tracking and scheduling all training requirements. Manages and maintains all technical publications in the central and dispersed libraries in accordance with customer directives for immediate retrieval of accurate technical information by both company and government personnel.

· Must be customer oriented.


· Develops and monitors required government training and PAE training programs to comply with federal, state and military directive/instructions

· Responsible for the establishment and maintenance of all required records and reports applicable to training programs.

· Conducts initial orientation training for new employees.

· Keep management informed of any training issues that could prevent an employee from performing job function.

· Deals with the customer in courteous, professional and effective manner.

· Coordinates and administratively provides assistance in developing license and certification process, including the development of examinations and OJT requirement in accordance with applicable Government/Company policies and instructions.

· Process and track all special process certifications and re-certifications for all employees.

· Distribute to work centers a monthly report of personnel scheduled for re-certification.

· Coordinate certification program submission for the monthly maintenance plan.

· Maintains cleanliness of work center.

· Complies with Foreign Object Damage (FOD) and Tool Control Programs.

· Must manage CTPL IAW applicable customer requirements.

· Shall establish procedures to control storage, up to date revisions, distribution, and reproduction of technical library data that is use in the maintenance and logistic support of F-5 aircraft in accordance with the COMNAVAIRFORINST 4790.2B.

· Must have a thorough working knowledge of the management of maintenance/technical manuals and publications.

· Ensure the publications, directives, MRC’s in each dispersed TPL are kept complete and current.

· Coordinate publication procedures with all dispersed librarians in accordance with applicable Government/Company policies and instructions.

· Incorporate changes into main library and distribute to each dispersed librarian for incorporation into their libraries.

· Assist and train personnel in the use and maintenance of technical publications libraries.

· Provide technical manuals required to support the maintenance organization, receipt and distribution control of these manuals, as well as the responsibility for ensuring manual updating throughout the maintenance organization.

· Coordinate and keep the Quality Assurance Manager informed of all library functions.

· Coordinate and administratively provide assistance to personnel wanting access to the library.

· Dispose of outdated library items using approved customer methods

· Order publications, directives, MRC’s etc. IAW customer policies and procedures.

· Provides internal control, distribution, and access to electronic publications.

· Maintains a computer file of all publications within the central/dispersed and site libraries.

· Conduct scheduled library audit/inventories of all work centers/site libraries as required.

· Submit Technical Publications Deficiency Report on noted discrepancies.

· Deals with the customer in courteous, professional and effective manner.

· Assists in flight line foreign object prevention walks.

· Perform other tasks as directed by management.

· Provides technical assistance, guidance and instruction as required.

· Maintains and/or completes required records and applicable forms

· Performs daily duties normally associated with this specialty.

· Practice good housekeeping, tool control, FOD awareness/prevention and safety at all times.

· Must comply with established General and Industrial Safety Rules and Regulations as applicable to the contract, facilities and job assignment.

· Keeps shop area clean.


· Must have a minimum of one (1) year experience in the management of Technical Publication Library in a Navy squadron.

· Must possess or be able to obtain a secret clearance.

· Must be A US citizen and completed high school or equivalent.

· Must be able to read, speak, write legibly and understand the English language.


Physical Demands:

This classification activity requires the scope of physical movements and postures normally associated with office/shop maintenance activities to include bending, stooping, walking, climbing, pushing, stretching, kneeling. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, peripheral vision, depth perception and the ability to adjust and focus.

Work Environment:

The diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject individual to severe changes of temperature, wind, rain, etc. May be required to work in areas where high noise hazards prevail. May be exposed to fumes or airborne particles. May be exposed to electrical shock hazards.
