HSPD-12 Personnel Security Specialist

This individual serves the HSPD-12 Unit that administers the PIV card program for PSOs, FPS federal employees, and non-PSO contracted personnel; as well as provide augmented services to DHS federal employees and contractors. The unit deploys nationwide to issue PIV cards to personnel in field operations. In coordination with the Department, the unit enforces standards, executes program requirements, and plans for the integration of new equipment and consumables, such as the next generation PIV card stock.

Tasks

Provides personnel and administrative support of the overall operational objectives for FPS Personnel Security Division, duties may include, but are not limited to:

  • Provide PIV cards to government and contract personnel.

  • Provide wide variations in the quality and security of forms of identification used to gain access.

  • Receives telephone calls and responds to incoming e-mail messages on “Customer Service” web address.

  • Serves as a source of reference and guidance for staff members regarding the HSPD-12 process.

  • Review/verifies the appropriate level of background investigation being requested.

  • Being pleasant, courteous, and respectful when talking to customers on the telephone, email and/or in person interaction.

  • Maintain personnel security reference materials and DHS policy and procedure for handling Privacy Act protected and Sensitive Personally Identifying Information.

  • Applying incident management, problem solving, and task performance

  • Producing finished documentation such as:

  • Reports

  • Special studies

  • Policy and procedure development

  • Security training programs and assessments

  • Sponsorship and Enrollment of DHS HSPD-12 PIV Cards

  • Will be required to travel on a recurring basis in order to conduct research, present findings, recommendations, and provide assistance to Regional Contract Fitness Adjudications Programs or the HSPD-12 Program

  • This travel is expected to consist of visits to any of the 11 FPS Regional Offices and throughout the United States

  • The frequency of travel is expected to vary, based upon mission needs, but is not anticipated to exceed one week per month

Minimum Experience & Education

  • Minimum of three (3) years of relevant experience

  • Relevant experience shall include: experience within one or more of the standard security and/or intelligence fields e.g.; technical, physical, information, industrial, personnel and operational security

  • Subject matter expertise and hands-on experience in one or more security and/or intelligence discipline and experience implementing complex government security and/or intelligence programs and policies is preferable

  • Shall demonstrate a proficiency in various types of information technology applications, such as Microsoft Office, including MS Word, Access, Excel, and PowerPoint

Required Qualification

  • Experience using word processing and desktop publishing application software and hardware.

  • Must be highly organized and have excellent oral and written communication skills.

  • Experience in responding to requests for information and searching automated systems for data.

  • Ability to use Microsoft Office Programs

  • Position requires 10% travel.

  • All applicants must be able to obtain a DHS security clearance and position requires U.S. citizenship.

Preferred Qualification

  • Bilingual (Spanish)

  • Professional Help Desk Experience

  • Proficiency in using Microsoft Excel and Outlook
