PAE is currently seeking an experienced program manager to join our team as NMS Deputy Program Manager (DPM). The NMS DPM will manage and oversee day-to-day Afghanistan National Maintenance Strategy (NMS) training, maintenance, and supply chain operations. The ideal candidate will have expert level knowledge of our industry as an experienced leader in managing large maintenance and maintenance supply services in contingency environments. The NMS DPM must have a passion for getting things done.
Essential Job Duties:
Responsible to execute and operationalize the PM’s strategy to fulfill training, maintenance, and supply chain operations obligations under the contract Performance Work Statement (PWS) and meet the program goals of assisting Afghans to develop their own organic, self-sustaining maintenance and supply capabilities
Interface with PAE’s program manager and subcontractor program manager, project managers, and other technical staff to bring the resources to bear that support operational requirements across the country so the operation runs safely, smoothly, and effectively
Lead, motivate, and direct the workforce to ensure operations adhere to processes, regulations, statutes, and policies of the US Government, Afghan Government, and PAE
Effectively communicate plans, objectives, work assignments, priorities, and corrective actions regularly and in a way that is readily understandable by the workforce
Manage, prioritize, and coordinate to ensure work requirements are completed on time, on budget, at a high degree of quality, and in accordance with contract and company standards
Actively monitor the leading indicators of workmanship, supply chain, personnel, and safety issues and proactively reprioritize or resource to address issues before they become problems
Manage technical customer relationships and respond to customer queries within the US Government and both Afghan Ministries
Perform additional duties and projects as assigned.
Minimum of ten (10) years’ experience in vehicle and/or mechanical equipment maintenance services with a minimum of five (5) years’ experience in supply operations supporting maintenance activities
Five to seven (5-7) years’ international experience in challenging locations, preferably the Middle East and Southwest Asia
Demonstrated responsibility for operations managing a large geographically dispersed team of over 1,000 people
Experience in successfully managing a multi-national workforce
Working knowledge of vehicle maintenance, maintenance supply, and training doctrine
Experience participating in or managing maintenance program/projects with a variety of heavy, medium, and light tactical and non-tactical vehicles
Successful performance of scheduled and unscheduled maintenance to prescribed maintenance Operational Readiness (OR), Mission Capability (MC), or Operational Availability (OA) standards
Experience in supply chain management, transportation, training, and warehousing
Experience managing and accounting for tools, test equipment, material handling equipment including calibration and maintenance
Experience utilizing a variety of information systems to effectively manage a large, national maintenance program
Ability to collect, analyze and summarize data and to prepare clear and concise reports
Excellent communication skills, both oral and written
Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
Excellent organizational and time management skills.
Education: Bachelors’ degree in a related discipline
Security Vetting: Must pass a PAE background investigation and security screening process
Language Skills: Strong, professional, oral and written English communication skills.
Medical: Favorable passage of a drug screen and physical examination.
Program Management Professional (PMP) certification or equivalent
Experience working with the Afghan National Army or Afghan National Police
Working knowledge of Afghan customs and cultural differences
The full time work location for this position is Kabul, Afghanistan. Work is in a hostile war zone environment with harsh and dangerous working and living conditions. Periodic travel to United Arab Emirates (UAE) and United States may be required.
While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment - temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Must be willing and able to perform regular job requirements in this austere and extreme environment.
Must be willing and able to perform physical activities including but not limited to heavy lifting and moving of items, parts, assemblies and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time; and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
Must be able to work a minimum of 6 days per week and 10 hours per day, some jobs have higher daily and weekly minimums.
