Senior Contracts Manager

PAE is seeking a Senior Contracts Manager for the Arlington, VA, location. The Senior Contracts Manager’s primary responsibilities will consist of administering high-risk contracts, participating in business development activities, supporting new contract phase-ins, and performing special projects across the business unit. The selected candidate must be comfortable working in a dynamic and high-energy environment and be capable of simultaneously managing multiple projects with demanding schedules. Short-term domestic and international travel is expected up to 50%. Previous experience working overseas in austere environments is required.

Primary responsibilities include:

  • Performing day-to-day contract administration functions in support of assigned contracts.

  • Leading and/or supporting contract negotiation, contract administration, and customer contact activities on new business opportunities.

  • Providing on-the-ground contracts support during contract phase-in and mid-cycle contract reviews.

  • Participating in proposal development with special emphasis on reviewing contract terms and risks, contributing to pricing strategy, and assisting the capture and proposal managers develop risk mitigation strategies for proposal submittals.

  • Serving as the primary point of contact for both internal and external customers on all contractual matters.

  • Acting as a subject-matter expert regarding solicitation and contract requirements, customer specifications, and analyzing and interpreting federal government regulations including FAR, DFARS, and other agency supplements.

  • Negotiating nondisclosure agreements, proprietary information exchange agreements, teaming agreements, and other standard and non-standard agreements.

  • Maintaining proposal and contract documents in accordance with applicable laws, regulations, and company policies.

  • Supporting data collection and reporting for contract proposal support activities.

  • Performing other duties and special projects as required.

Required Qualifications:

  • A minimum of a bachelor's degree and 10+ years contract and subcontracts administration experience working for a contractor supporting the Department of Defense and or the Department of State.

  • Experience negotiating contracts with United States government.

  • Expertise in FAR and DFARS.

  • Experience with varying contract types: fixed-price, cost-reimbursable, time and material and incentive type contracts.

  • Advanced writing skills and demonstrated experience drafting contract documents.

  • Well-developed communication skills with ability to interface with multiple levels of operations personnel, functional staff, and senior management.

Desired Qualifications:

  • Advanced degree (MA, MBA, JD, etc.)

  • CFCM Certification
