Human Resources Manager

PAE is seeking a hands-on Human Resources Manager to manage the day-to-day support a program of 500 employees dispersed throughout the US and to manage three HR Business Partners who are supporting other programs while partnering with the Program Director in ensuring program success for the Immigration Line of Business.
The perfect candidate for this role needs to be hands-on, positive, self-motivated, high energy, demonstrate solid judgment, able to mutli-task, work under deadlines, have the ability to get along with employees at all levels of the organization and travel as needed to manage employee relations investigations.
Support a government contract of 500 dispersed employees residing throughout the US.
Manage three HR professionals who are supporting other programs.
Provide guidance and leadership to line and program management and the Program Director overseeing the line of business.
Respond to employee inquiries.
Understand and manage inquiries from two union groups.
Manage employee relations and investigations.
Coach and support managers and employees.
Lead program-specific efforts addressing program needs
Act as liaison between employees and corporate benefits and payroll departments.
Prepare reports for analysis and distribution and ensure employee data integrity.
Assist with the New Hire Orientation delivery.
Perform other duties as assigned.
The desired candidate must have excellent interpersonal communication skills and the ability to work as part of a team, demonstrate exceptional facilitation skills and have a demonstrated success in relationship management. Must have the ability to research and review labor laws, regulations, and policies, and recommend courses of action. Candidate must also demonstrate good judgment and be able to analyze and solve problems. Ability to manage multiple conflicting priorities and complex tasks is a must. Candidate must demonstrate a high level of adaptability and be able to manage change with tolerance of stress and ambiguity. This position will be based in Ashburn, VA or Falls Church, VA and will require travel as needed to manage employee relations investigations.
Bachelor’s Degree or six years additional HR experience in lieu of degree will be accepted.
Minimum 6 years HR experience with at least 3 of those years working for a defense contractor.
Minimum 2 years in a supervisory position leading and manage direct reports.
Demonstrated experience in providing hands-on HR Generalist support for large employee populations.
Experience supporting union employees and understanding Collective Bargaining Agreements.
Experience supporting Service Contract Act (SCA) contracts and the components of SCA Wage Determinations.
Demonstrated experience in assessing and resolving a variety of employee relations issues.
Knowledge of HR Laws and disciplines including compensation practices, organizational diagnosis, employee relations, performance management, federal and state employment laws.
Working knowledge of Microsoft office professional software – must know how to create excel spreadsheets, complete Vlook ups and Pivot tables.
Working knowledge of HRIS systems.
