Firearm and Tool Mark Examiner

PAE NSS is actively seeking a Firearm and Tool Mark Examiner to support the ATF National NIBIN Correlation and Training Center (NNCTC) in Huntsville, AL. The position is titled

NIBIN Technician (Firearm and Tool Mark Examiner) – Level IV.

Minimum Qualifications – Experience, Technical Capability, Education and Training:

The Firearm and Tool Mark Examiner shall have the experience and technical capability to:

  • Enter evidence into Integrated Ballistic Identification Systems (IBIS)

  • Perform correlation review of images acquired by partnering sites to determine the possible presence of a NIBIN Lead

  • Serve as the quality control review center for partnering sites

  • Assist in quality control for reviews performed by the NNCTC

  • Approving leads developed by the NNCTC and NIBIN Partner sites

Candidates must have graduated with a Bachelor’s Degree from an accredited college or university in a natural science, chemistry, biology, physics, forensic science or a directly related field. It is also preferred that candidates have a minimum of five (5) years of investigative experience with local, State, or Federal law enforcement, but this is not a requirement.

Candidates must have:

  • Strong organization and customer service skills

  • Technical capability to work with and coordinate the efforts of local, State, and Federal law enforcement – previous general experience with law enforcement is preferred

  • Ability to plan and complete complex projects

  • Ability to present those plans and projects to a group

  • Ability to identify and overcome obstacles to those plans

  • Demonstrated performance in assignments that require high attention to detail

  • Demonstrated performance in assignments requiring adherence to strict operating procedures and professional integrity

  • Microsoft Office Suite qualifications

  • Strong research skills

  • Strong verbal and written communication skills

Candidates must not be prohibited for possessing and transferring firearms and ammunition as defined in Title 18, United States Code, Section 1102, Chapter 40, and must possess the technical capability to pass the ATF NIBIN NNCTC Acquisition Training.

Candidates must possess technical capability to provide support and oversight related to data entry, correlations, NIBIN leads, quality control, and reporting for the NIBIN Program. The candidate shall have the technical capability to apply experience and judgement in oversight and have excellent communication skills when interacting with NNCTC staff and external customers. The candidate must also possess the ability to provide technical briefings to all levels of management and NNCTC staff members.

Candidates shall support the NNCTC on a variety of duties, which include helping with the administrative tasks; setting up and coordinating NNCTC-related training classes; scanning; emailing; filing NIBIN leads; responding to inquiries; and other administrative duties as required.

Minimum Requirements - Licensure, Certification, or Other Qualifications

  • Membership in the Association of Firearm and Tool Mark Examiners

  • Successful completion of a documented Firearm and/or Tool Mark Examiner training program

  • Must have a minimum of two years of work experience as a trained Firearm and Tool Mark Examiner in a forensic laboratory or equivalent setting

Must provide documentation to establish previous court testimony, (i.e., witness feedback forms, subpoenas, case citations and/or court transcripts) to demonstrate experience providing expert testimony as a Firearm and Tool Mark Examiner
