Chief Engineer

PAE is currently looking to hire a Chief Engineer to take ownership of all prime and standby power production and associated power generation, transmission and distribution equipment as well as provide support to other physical plant systems, as part of PAE contract(s) for the US Department of State. This position will report to the Deputy Program Manager, and will be working at the US Embassy in Kabul, Afghanistan.

The Chief Engineer will:

  • Be responsible for overseeing the prime power and life support utilities programs and will be regarded as PAE’s professional authority on all engineering questions related to physical plant operations.

  • Provide daily work assignments and directly supervise a power generation team of approx. ten multi-national staff.

  • Provide consulting support to other technical staff for various physical plant systems and equipment

  • Be responsible to manage and oversee the:

  • Preventive maintenance, condition monitoring, repair, installation and modernization of all power generation, transmission and distribution equipment.

  • Prime power and standby generators manufactured by Caterpillar, Cummins, Perkins, Wilson and other manufacturers with outputs ranging from 20 kW up to 2000 kW.

  • Operation, calibration, diagnostics, troubleshooting, and repairs to all mechanical, electrical equipment systems and electrical/pneumatic control systems.

  • Fuels system management, maintenance and operations.

  • Report any malfunctions or lack of compliance with Statement of Work (SOW) to the Deputy Program Manager.

  • Perform scheduled and unscheduled inspections.

  • Assist in developing the Statement of Work (SOW) when requested including diagrams and specifications in compliance with OSHA and National Electric Code (NEC) standards.

  • Maintain effective, timely and respectful communication and interaction with other employees, managers, and supports other organizations.

  • Perform other administrative tasks including material ordering, inventory, work scheduling

  • Collect, analyze and summarize data for report preparation and submits written reports.

  • Be responsible for facility custodianship of work area and management of tools, equipment and spare parts.

  • Take initiative to analyze a situation and to make frequent technical decisions based on specifications, safety and electrical codes.

  • Must be able to evaluate operational effectiveness and develop/maintain effective operational control mechanisms.

  • Work ten hours/day six days a week minimum; be available on-call 24/7 and must be willing to respond quickly to afterhours call outs and emergencies.

  • Work in a traditional office setting as well as construction, physical plant and maintenance sites including exposure to the dangers inherent with traveling to and working on such sites

  • Travel periodically with extended overnight stays as required while working on projects at other locations in Afghanistan. Percentage of travel will vary significantly but on average is expected to be less than 10% of the total time.

  • Perform other related duties as assigned.

To be considered for the position, Candidate should meet below requirements:

  • A High school diploma or GED or equivalent education is required; and a Degree in Electrical or Mechanical Engineering Degree is preferred.

  • Technical school or acceptable prime Power Certified Generator school is preferred.

  • The Chief Engineer must hold one of the following certificates or licenses:

  • CPE issued by The Association for Facilities Engineers (AFE),

  • Third Assistant Engineer license for steam, motor or gas turbine vessels of any horsepower issued by the United State Coast Guard

  • A U.S. State Stationary Engineers License.

  • A minimum of FIVE years’ experience in operations and maintenance of a large plant, facility, base or municipality; with specific experience in the operation of power plants, physical plants and building operations is required.

  • A minimum of 3 years management experience overseeing large facility preventive maintenance programs supervising a workforce of 20 or more personnel in an overseas setting is required.

  • Familiarity with the fuels offloading, storage and handling processes are required.

  • Knowledge of applicable U.S. Codes and accepted trade practices is required.

  • Knowledge and experience regarding occupational hazards of the electrical and mechanical trades, related safety precautions and considerable skill required for the installation, maintenance and repair of power generation systems and equipment is required.

  • Knowledge of all principles and processes involved in operating and supporting power generation, transition, and distribution functions at an overseas facility is highly desirable.

  • Knowledge of principles and processes for providing excellent customer services; and ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules is required.

  • Must have cross-cultural sensitivity with an international perspective.

  • Excellent organizational, communication and time management skills, and expert computer skills, specifically in Microsoft Word and Excel are required.

  • Current active Secret or Top Secret Clearance is required. US Citizenship is required to possess current Clearance.

  • Must be able to pass a drug screen and physical examination. Must be in good physical condition able to lift at least 70lbs and walk considerable distances across a large multi-building facility.
