PAE has an opportunity for a Lead Recruiter to join our team supporting a large program in the Kansas City, MO metropolitan area.

The Recruiting Lead will lead, inspire, and develop a team of Recruiters and a Recruiting Coordinator.

This position reports directly to the Manager of Recruiting for the National Security Solutions (NSS) Business Process Outsourcing (BPO) Group, who sits at the Ashburn, VA office. Occasional travel (less than 10%) to the HQ office in the DC area will be required, and some initial travel will be required for the selected candidate for training.

On our program, with locations in both Overland Park and Lee’s Summit, you will be focused on recruiting individuals providing correspondence management, data collection, and file operations support for our government client. The majority of positions on this 1500-employee program fall under the Service Contract Act, and include General Clerks, Data Entry Operators, and Quality Control teams, as well as leads, team supervisors and higher-level management. We hired over 350 people last year and are on track for another big year in 2018.

You will be working out of our office in downtown Kansas City as well as on-site at various local events, such as job fairs and invitationals, as well as doing outreach in the community. You will lead the work of a team of Recruiters and Recruiting Coordinators and drive the strategy for recruitment for this program. You will build relationships with and work closely with the Program Management team and the Human Resources team. This is also an active Recruiter role where the Lead will have a smaller requisition load of higher-level requirements, generally filled with internal candidates, and will work with the team to manage high-volume PAE-hosted interview sessions, generally 3 days per week, every week.

Key Responsibilities:

  • Lead, inspire and manage a team including 2 FT Recruiters and a Recruiting Coordinator; team may grow to include additional temporary support during surge times

  • Work with the Program Management and Human Capital teams to ensure mutual awareness of active vacancies, future planned needs, priorities, hires, coordinate starts, etc.

  • Work closely with the Facility Security team to ensure accurate information exchange with regards to candidates throughout the clearance process

  • Build and foster model of support where recruiters have strong relationships, understanding, and trust with the team they support

  • Analyze resource allocation and ensure that resources are appropriately organized to optimally support all aspects of recruiting functions including external hiring and internal mobility, administrative functions, etc.

  • Manage and deliver recruiting programs that attract and acquire quality talent for entry-level, high-volume business-process outsourcing (BPO) positions.

  • Develop, execute upon, and measure the success of a comprehensive short and long-term recruiting strategy to deliver high quality hires to this program

  • Use defined key performance indicators to monitor and analyze performance; adjust strategies and techniques based on data; hold team accountable

  • Plan and manage large-scale recruitment events

  • Refine recruiting policies, procedures, systems and tools as necessary to improve effectiveness and efficiency

  • Ensure AAP/EEO and OFCCP compliance, including recordkeeping requirements, are met

  • Manage, track, and optimize the recruiting budget for the program

In order to be successful in this role, we expect that qualified candidates will have the following experience, education, skills and knowledge:

  • Must be a U.S. Citizen and eligible to receive a Government security clearance

  • Must pass a criminal and credit background check and drug screen

  • Bachelor’s degree preferred; HS diploma required

  • Minimum 7 years recruiting experience, including 3+ in a leadership role

  • Experience leading a recruiting team in a growth environment

  • Solid understanding of recruiting technology including applicant tracking systems (ATS), preferably Workday

  • Confident communicator with an ability to be an influential subject matter expert to the Program Management team

  • Experience in the analysis, measurement, and improvement of recruiting processes with demonstrable results in improvement of efficiency and effectiveness

  • Comfortable with working geographically remotely from their direct leadership chain; able to self-motivate and drive others to success on a day-to-day basis

  • Demonstrated ability to work collaboratively, lead by example, and influence

  • Experience with high volume hiring (BPO)

  • Understanding of the government contracting landscape

  • Experience recruiting in the federal contracting industry

  • Recruiting experience with Service Contract Act (SCA)/Wage Determined (WD) candidates is a huge plus - experience recruiting entry level / administrative in high volume required

  • Creative problem solving

  • Self-motivated and driven; brings a sense of positivity to their role and team
