Position Description:

As VP Public Works for a joint venture (JV) created specifically and solely to manage the Hanford Mission Essential Services Contract (HMESC), the candidate will also hold the title of Vice President for PAE, managing partner of the JV. The candidate will be seconded to the JV and will report directly to the DPM for Site Services of the JV.

The candidate will provide leadership and supervise a large workforce of JV and subcontractor personnel to efficiently provide high quality and timely Public Works services that directly support the Hanford site, other Hanford Contractors (OHCs), and DOE resident organizations.

Services under the Public Works group include operations and maintenance (O&M) services; fleet services; motor carrier services; roads, ground and railway services; crane and rigging services; maintenance services; electrical utilities; water and sewer utilities; real estate services; project services; and operations support services.

Responsibilities:

  • Lead the Public Works team: build it, manage it, and motivate it. Coach and mentor the team, building their maturity and authority.

  • Develop and manage the Public Works budget: Monitor costs incurred against plans, demonstrate savings through innovative planning and coordinating techniques.

  • Plan comprehensive Public Works services from end-to-end. Monitor and report progress.

  • Identify issues and initiate corrective action as necessary.

  • Communicate regularly and effectively will all stakeholders, within the team, within the organization, and beyond.

  • Responsible and accountable for the coordinated management of multiple related projects directed toward Public Works and other organizational objectives. Approve the project plans of the project teams, negotiating work packages as required. Ensure the delivery of these work packages within the set time, quality, and budget constraints.

  • Manage and resolve dependencies between the Public Works.

  • Manage Public Works risks; embed a risk management process into the group from the outset.

  • Be responsible for Public Works quality, and embed quality processes into the group from the outset.

  • Report overall status of Public Works services to the DPM Site Services at regular intervals and on an ad-hoc basis.

  • Responsible and accountable for deliverables from third-parties as necessary.

  • Work closely with the Quality Assurance, as necessary.

  • Create and maintain the Public Works services plan as a component of the program plan, integrating key deliverables of the program.

  • Put in place the governance and operational working practices of the Public Works group.

Experience / Qualifications Required:

  • Senior-level leadership and management skills.

  • 15+ plus years industry experience, with a minimum of 10 years in project/program management.

  • 10+ years’ experience managing a large workforce of diverse skillsets and trades at a large, multi-site facility within a strict regulatory environment.

  • A track record of delivering complex programs with annual revenue of $75M or more.

  • Active Top Secret security clearance, or in situation where clearance has gone inactive with ability to re-constitute within a reasonable amount of time

  • Management of a program, or large subset of a program, that provides infrastructure and site services to multiple stakeholders across a large geographical area.

  • Management of teams of various trades.

  • Experience working within, influencing within, and networking within a matrix environment.

  • Expert knowledge and handling of project and program management methodology and techniques.

  • An expert who is conversant in project management methodologies.

  • Innovative problem solver.

  • Excellent communication and briefing skills.

  • Bachelor’s degree in related field.

Experience / Qualifications Desired:

  • Management of facility and support service operations within a nuclear surety environment

  • US Navy nuclear power background

  • Experience working at the DOE Hanford Site

  • Experience in similar role at another DOE site

Optional program management qualification (PgMP or MSP)
