Position Description:

As VP of Operations for a joint venture (JV) created specifically and solely to manage the Hanford Mission Essential Services Contract (HMESC), the candidate will also hold the title of Vice President, Operations for PAE, managing partner of the JV. The candidate will be seconded to the JV and will report directly to the President and CEO of the JV.

The candidate will provide leadership to and supervise a large workforce of over 1,000 JV and subcontractor personnel to efficiently provide high quality and timely services that directly support the Hanford site, other Hanford Contractors (OHCs), and DOE resident organizations.

These site integration services include safeguards and securities (SAS), emergency and first responders (E&FR), the Hanford Patrol, the Hanford Fire department, real property management, environmental stewardship, and public works. Public works include operations and maintenance (O&M) of buildings; electrical transmission, distribution and energy management; water system; sewer systems; sanitary waste management & disposal; roads and grounds; and railroad system.

Site services not included under management of the DPM Site Services include Information Technology & Management; Training; and Environmental, Safety & Health.

The DPM Site Services may act as President of the JV during the President’s absence. During such time the DPM will have modified signature authority to bind the entity, and will take direction from a management board.


  • Lead the site services team: build it, manage it, and motivate it. Coach and mentor the team, building their maturity and authority.

  • Manage the site services budget: Monitor costs incurred against plans, demonstrate savings through innovative planning and coordinating techniques.

  • Plan comprehensive site services from end-to-end. Monitor and report progress.

  • Identify issues and initiate corrective action as necessary.

  • Communicate regularly and effectively will all stakeholders, within the team, within the organization, and beyond.

  • Responsible and accountable for the coordinated management of multiple related projects directed toward environmental management and other organizational objectives. Approve the project plans of the project teams, negotiating work packages as required. Ensure the delivery of these work packages within the set time, quality, and budget constraints.

  • Manage and resolve dependencies between the projects of the program.

  • Manage site services risks; embed a risk management process into the division from the outset.

  • Be responsible for site services quality, and embed quality processes into the division from the outset.

  • Report overall site services status to the JV President at regular intervals and on an ad-hoc basis.

  • Responsible and accountable for deliverables from third-parties as necessary.

  • Work closely with the Quality Assurance as necessary.

  • Create and maintain the site services plan as a component of the program plan, integrating key deliverables of the program.

  • Put in place the governance and operational working practices of the site services division.

Experience / Qualifications Required:

  • Executive-level leadership and management skills.

  • Prior program leadership / management role within DOE or as contractor to DOE.

  • 15+ plus years industry experience, with a minimum of 10 years in project/program management.

  • 10+ years’ experience managing a large workforce of diverse skillsets and trades at a large, multi-site facility within a strict regulatory environment.

  • A track record of delivering complex programs with annual revenue of $150M or more.

  • Active Top Secret Security clearance.

  • Management of a program, or large subset of a program, that provides infrastructure and site services to multiple stakeholders across a large geographical area.

  • Management of geographically dispersed teams of various trades.

  • Experience working within, influencing within, and networking within a matrix environment.

  • Expert knowledge and handling of project and program management methodology and techniques.

  • An expert who is conversant in project management methodologies.

  • Innovative problem solver.

  • Excellent communication and briefing skills.

  • Bachelor’s degree in related field.

Experience / Qualifications Desired:

  • Management of facility and support service operations within a nuclear surety environment

  • US Navy nuclear power background

  • Experience working at the DOE Hanford Site

  • Experience in similar role at another DOE site

  • MBA or other advanced technical degree

  • Optional program management qualification (PgMP or MSP)
