PAE has an opportunity for a Program Manager to join our team in Portsmouth, NH. As the Program Manager, you will oversee operations on a day-to-day basis on our large contract supporting a Federal Government customer with Application Processing.
Through this program, we provide records management, adjudication support and operate customer call centers, answering 150,000 calls per month. We support file operations and maintenance, biometric research and screening, including facial recognition checks. Annually, we process over three million pieces of mail, over two million files and over 31 million facial recognition reviews.
We are looking for a dynamic and collaborative leader who is well versed in a range of operational concepts with deep experience in business process operations, who can influence stakeholders at all levels, and across entities and functional areas, by developing an understanding of how the business works, building a great reputation, and assessing business problems and bringing solutions to the table. The right person should have a proven ability to motivate teams through creating a common vision, engaging teams, promoting a collaborative environment, ensuring common understanding of standards and expectations, and holding employees at all levels accountable for results.
As the Program Manager, you will:
Manage all aspects of contract operations, overseeing a total staff of just over 700 PAE employees and subcontractor employees
Gain concurrence, approval, and consensus from stakeholders regarding the various program aspects and adjust direction accordingly
Be the point person for all issues and accountable for the delivery of all services described in the scope of work meet mission objectives
Plan, organize, and manage complex projects for the delivery of successful performance consistent with contractual agreements.
Set the course for achieving performance objectives
Manage and guide staff with an understanding and following of established company policies and procedures
Manage and ensure timely delivery of projects and consistent delivery to production and quality standards to meet client and company expectations and needs
Create, recommend and implement project/program improvements to meet established objectives
Work with executive leaders and finance team to develop operating and personnel budgets. Monitor spending against budget plans; develop and recommends variances.
Participate in the broader Program Management community to leverage resources and share solutions to problems
Develop processes to leverage resources to meet customer needs. Investigate and resolve matters of significance as appropriate.
Manage and organize project and task workloads, and develop resources plans, selecting and guiding individuals most qualified for assignments
Engage and maintain communications with the customer, management and staff to ensure service is delivered on time and within budget or contractual obligations.
In order to be successful in this role, we expect that qualified candidates will have the following skills, knowledge, and experience:
Bachelor’s Degree and 15 years management experience, 5 of those managing a large-scale operations site
Overall experience that is directly applicable and reasonably equitable to the responsibilities as described within this description
Experience working with different contract types (FFP, T&M, etc.)
Knowledge of FAR regulations and Federal Government procurement processes
Proven experience managing all phases of services delivery to include: staffing, time accounting, contract management, reporting, security, customer relations, risk management, project execution and deliverables, and business growth
Experience in financial planning, strategy, and management of finances using complex reporting mechanisms; experience managing budgets with profit and loss responsibility /accountability
Demonstrated ability to lead large teams in a demanding, customer-service-oriented environment
Strong leadership qualities and organizational skills as well as the ability to adapt quickly to changing priorities
Experience developing strategic plans to meet customer mission requirements
Experience managing subcontractors
Experience working with multiple stakeholders in the customer space and managing competing priorities
Excellent written and verbal communication skills and experience developing and delivering senior level briefs and presentations
Demonstrated ability to effectively develop and retain talent
Experience with business development, capture, and proposal development
Must successfully complete a comprehensive 7-year criminal and credit history background check
Must successfully complete a drug screening
Must be a U.S. Citizen
Must be able to obtain a Secret security clearance
Union experience is a plus, but not required
