Personnel Security Assistant
The Administrative Support Specialist provides processing and adjudicative support to the federal client in Washington, D.C. Position hours are between 7:00am to 5:00 pm shift; hours are negotiable. Duties include, but are not limited to:
Initiates background investigations and runs necessary pre-employment queries to include law enforcement and credit checks;
Verifies the appropriate level of background investigation is being requested, and ensures all documents required for processing have been completed and manages receipts of documents;
Prepares, submits, monitors, and updates computer tracking systems concerning appropriate case material;
Checks the Central Verification System (CVS) and Personnel Investigations Processing Systems (PIPS), where appropriate, to apply reciprocity;
Conducts fingerprinting procedures and greets visitors to the office;
Prepares, submits, monitors, and updates computer tracking systems;
Serves as a source of reference and guidance regarding the monitoring and maintenance of case-material for applicants and stakeholders;
Initiates contact with personal references, employers of applicants, and appointees for use in pre-employment suitability inquiries;
Conducts initial suitability review and preliminary adjudication;
Drafts written summaries of issues/derogatory information;
Completed Tier 4 (High Risk Public Trust or BI) investigation, or higher; and,
U.S. citizenship or Legal Permanent Residency is required.
Minimum Experience & Education: With an Associate’s or Bachelor’s degree, this position requires one year of relevant experience. With a High School Diploma, this position requires two years of relevant experience. With no degree, this position requires three years of experience, two of which should be experience relevant to the nature of the contract work. Relevant experience may include, but is not limited to: experience within one or more of the standard security and/or intelligence fields e.g.; technical, physical, information, personnel, operational, signal security, etc.
Familiarity in OPM/NBIB investigation processing techniques;
Adjudicative experience in applying 5CFR731 and E.O. 12968 (now SEAD 4);
Ability to create and update personnel security records and validating data to remain current;
Experience in creating and producing metrics;
Familiarity with e-QIP, PIPS/JPAS and OPM Investigative products;
Excellent reading, comprehension, writing and communication skills;
Experience in responding to requests for information and search automated systems;
Ability to apply highly technical knowledge in solving complex problem and applies law, regulation, policy and procedures to the personnel security program; and,
Exceptional experience with Microsoft Office Programs, including Word, Excel, Outlook, and PowerPoint.
