Program Manager / Contract Director

The PM/CD has overall responsibility for managing Contractor performance of all work required and functions set forth in this Statement of Work, and serves as the principal contact point for the Contractor with the Government. The PM/CD is a senior manager responsible for coordinating the management of all work performed under the contract. The PM/CD shall have the full authority to act for the Contractor in the performance of the required work and services under all task orders. The PM/CD works independently or under the general direction of senior level Contractor business management on all phases of performance, including contract management, project/task management, coordination of workloads and resource needs, and coordination with corporate resources and management, and has direct accountability for the technical correctness, timeliness, and quality of work performed under the contract. The PM/CD shall have broad and deep knowledge of general administrative support services, business administration, and human resources management, and shall have excellent oral and written communications skills, thus ensuring that the Contractor has the capability of performing all the work. Periodic meetings may also be required; for example, joint meetings with the COTR and/or their designee to review scheduling, priorities, funding, performance issues, etc.

Responsibilities include:

  • Direct and review the work of all Contractor personnel each workday to ensure compliance with standards and operating procedures and the requirements of this contract.

  • Direct the various support services required under this contract.

  • Recommend to the COTR new or proposed revisions, as appropriate, to guidelines and instructions to ensure efficient and effective operations.

  • Provide on-the-job training in methods and procedures to newly assigned staff, and develop visual aids, as required, to promote operational efficiency.

  • Direct data gathering for various productivity reports, and conduct internal surveys as required.

  • Resolve working level complaints and/or problems, resolve all other operational problems within the scope of this contract, and prepare responses within established timeframes to all written service complaints received by the COTR.

  • Ensure that routine maintenance on equipment is performed, and institute system changes to accommodate increased workload and organizational changes.

  • Ensure that adequate personnel are available to accomplish required work, and initiate replenishment actions for expendable supplies furnished by the Government.

  • Develop and implement quality control procedures, monitor the work produced under this contract, and initiate corrective actions to ensure conformance with established standards and procedures.

  • Review and update, on a semiannual basis, individual task orders issued under this contract to reflect changes in work methods, standards, and operating procedures.


  • At a minimum, the contractor PM/CD will have no less than 6 years of overall project management experience within the last ten years, handling time-sensitive, service-oriented functions. The five years must include at least three years in the successful management of a general support service activity equivalent in scope and complexity to the requirement in this contract

  • At least 3 years of overall project management experience will be in the Federal Government contracts environment

  • The PM/CD shall have demonstrated experience managing complex, high dollar programs, projects and/or contracts ($30M or more annually)

  • Demonstrated experience meeting deadlines and coordinating planning and implementation of project activities and resources using flexibility, adaptability, and problem solving abilities

  • The PM/CD shall have demonstrated experience in preparing complex statistical and analytical reports

  • Minimum education is BS/BA degree in one of the following disciplines: Program Management, Business or Public Administration, Technical Management ,Information System, Engineering, Finance/Accounting, or related fields

  • A PMP certification preferred.

  • The PM/CD shall have excellent interpersonal communication and organization skills to coordinate project activities, conduct fact-finding for special projects, and respond to inquiries in a timely manner or present oral briefings to management officials

  • The PM/CD shall have excellent writing skills to prepare SOPs and revisions

  • Active Top Secret Security Clearance preferred.
